BOISE, Idaho — The business manager and fundraising program developer for the Idaho Military Division faces eight felony counts of possessing child porn.
Kenneth Coulter, 72, of Boise was booked into the Ada County Jail about 11 a.m. Tuesday, charged with possessing sexually exploitative materials.
The military division is the umbrella agency for both the Idaho Army and Idaho Air National Guard.
The investigation began in February of last year, according to Boise Police Department spokesperson Haley Williams, leading to officers finding the images on Coulters’ computer.
“Investigations (like this) involving digital evidence often take a while,” she pointed out.
Following the investigation, detectives routed the report to the Ada County Prosecutor and a warrant was issued for Coulter’s arrest.
“The material did not involve any local victims,” Williams said.
In his capacity with the Idaho Military Division, Coulter was responsible for raising funds for three foundations: the Morale Welfare and Recreation Program, the Idaho Guard and Reserves Family Support Fund, and the Idaho Youth Challenge Foundation. He had been working in that capacity for about four months, according to Idaho National Guard spokesman Lt. Chris Borders.
Coulter is a civilian and not a member of the military.
“As of February 4, 2020, the Idaho Military Division has terminated all employment agreements with Mr. Coulter,” said Borders. “Public safety is a top priority of the Idaho Military Division and we take this matter extremely seriously. The IMD will support and fully cooperate with local law enforcement and federal officials in this matter.”
Coulter was arrested by the members of the United States Marshals Greater Idaho Fugitive Task Force Tuesday morning.
