Otter speaks out in PCAP debate

In rare form, Governor C. L. "Butch" Otter has released an opinion on pending legislation on the Primary Care Access Program.

Otter is reaching out to the public to get support for his initiative. The proposed PCAP offers medical coverage for those in the "Medicaid gap." For a $32 monthly charge, low-income Idahoans would have access to medical homes - clinics with limited healthcare assistance.

In his op-ed, Otter says he knows it's not a perfect solution but it is a start. Falling short of full Medicaid expansion, he says it's legislation that can be passed in today's political environment.

"Haven't we gone long enough without addressing the issue?"
